1.) Unjust commands don't bind: no churchman of any rank can forbid the TLM, so DISOBEY and offer the TLM!! (Ya, there may be painful consequences for obeying God rather than man, but that's part of being Catholic: just ask the Apostles after they were beaten by the Sanhedrin.) And laity: encourage and deeply support your priests in this.
2.) If, like me, you personally consider the Paul VI Western episcopal consecration rite of 1969 invalid, the overwhelming majority of Western bishops, and their priests, are mere laymen, with zero authority anyway.
